TOWN OF HANSON
COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes – April 17, 2013

CPC MEETING:  (began at 7:07pm)
Members Present:
Laura FitzGerald-Kemmett, Patty Norton, Bob Sears, Bill Strait, Bill Clay, Joe Gamache, John Kemmett and Bob Overholtzer

TOPIC OF TOWN GUESTS DISCUSSION:  PLYMOUTH COUNTY HOSPITAL
Al Hanscom reported to the committee what analysis and reporting has been done so far as it relates to the Plymouth County Hospital.
  • Chronological outline was discussed at length by the committee and guests that included the following topics:
  • May, 1999 – 57+acres/site purchased for $985k
  • November, 1999 – Town removed 10 USTs (underground fuel oil storage tanks), along with soil
  • August, 1999 – Comprehensive Asbestos and Regulated Building Materials survey conducted
  • 2001 – Closure of Hospital landfill and oil release area – capped and closed.
  • 2002 – Sale of residential lots through public auction
  • 2002 – Senior center feasibility study conducted – ARKO
  • 2003 – RFD for redevelopment of site – failed project by BARAN partners due to lack of onsite disposal system capacity and public water supply
  • 2004 – Replacement of heating system boiler at BCI building; included asbestos abatement under state contract
  • 2007 – Stabilization of asbestos building debris at location of annex fire – fleet environmental
  • Current – perk tests and design of on-site disposal system by Land Planning, Inc. and the doctor’s residence on site is being prepped to be sold.
  • Laura FitzGerald-Kemmett discussed with committee what CPC can do to help revive this property.  Three ideas were concluded:  
  • Updated environmental study to be conducted (rough/estimate of cost: $2k)
  • Soil testing of the soil deposited some time ago by BARAN (rough/estimate of cost: $3-4K)
  • Comprehensive Hazard Material testing (rough/estimate of cost: $5k)
These surveys/tests should have a shelf life of 5-10 years.
  • Decision from CPC members was to invite the Town Selectman to the next meeting to get an overview of what the Selectman’s office plans are for Plymouth County Hospital property.
  • More discussion/decisions on this property will be ongoing with the monthly CPC meetings.

Financial:  
Patty Norton submitted receipts for reimbursement on the fees for stamps, envelopes and fees associated with the sending of notices for appeal on the Thomas Mill Sign.  Laura approved/signed off on it for payment.

WHRHS – Outdoor Fitness/Sports/Recreational Center (Open Space/General)
Bob Rodgers is expected to attend the May 2013 Annual Meeting to give an overview of the WHRHS proposal.
Town of Hanson – May 6, 2013 Annual Meeting
Laura to give overview of CPC in general and breakdown what the realistic costs to the public is for funding CPC.  She will also talk about the two projects briefly that CPC has helped:  Scanner and WHRHS.  Patty Norton will give a detailed review of the Scanner project that was recently approved.
Eileen will have a ‘Notice of Meeting’ posted so the CPC can meet, if needed before/during the Annual Meeting.
Old Business:
Thomas Mill Signs
Approval to place the Thomas Mill sign was given and many thanks to John Kemmett and Patty Norton on completing this task.  Sign will be posted shortly.
Bonney House Project
No Update
Misc.
Don Ellis handed out a property outline of the Mill and surrounding areas just as a topic for future discussion on possibly purchasing the land around the Mill for the Town.  
CPC will be represented at the Earth Day town event on 4/27/13 with brochures and banner.   Bill Strait and possibly Bob Sears will attend.
